Fifteen years is a reasonable service life for an original catalytic converter especially in stop and go city driving conditions so replacement at this point is maintenance rather than an unexpected failure which makes the decision fairly straightforward once you find a fair price on a quality part that meets inspection standards. Getting the new cat fitted and going straight back for the emissions retest should give you a pass along with the power and economy improvement that makes the repair feel worthwhile beyond just clearing the inspection.
